Why do new hires need to complete the NUS Worker
Health Management Questionnaire (WHMQ)?

Ans:
|
As part of NUS commitment to ensure that workplace
conditions and practices address the individual
health factors of new hires, new hires would need
to complete the
NUS Worker Health Management Questionnaire
(WHMQ)
. This is to be completed by the new hire and
presented to the attending physician. The form was
developed in consultation between OSHE, OHR and
UHC. It provides the attending physician a more
holistic understanding of staff’s individual
health factors and better advise him/her, if
necessary, on better health management of certain
conditions. This initiative is aligned with the
national agenda of Total Workplace Safety &
Health (Total WSH). More information on Total WSH

Can I decline medical evaluation?
|
|
Ans:
|
Any staff or student who is not willing to
participate in occupation health programmes such
as medical assessments, immunisation programmes,
etc. shall make their preferences known to
his/her Principal Investigator/Supervisor by
completing the
NUS Immunisation and Investigation Waiver Form
. However, certain high risk work activities
(e.g. BSL3 work, research diving) will require
mandatory medical assessment prior to starting
work.

What are the work-related incidents that are
notifiable to Ministry of Manpower (MoM)?
|
|
Ans:
|
1. Employee was injured in a work accident or
contracted a disease due to work exposure to
biological or chemical agent, resulting in any one
of the following:
-
• Outpatient / hospitalisation leave
• Light duty
• Death
• Occupational disease
2. An employee dies during work or at a workplace
as a result of work.
Notification will be done by OSHE once it is
established that the medical condition was
sustained at work.

When should I submit medical claims for
work-related injuries?
|
|
Ans:
|
Medical claims for work-related injuries should be
submitted to OHC within 1 month of injury as far
as possible. Please note that claims for
undergraduate and postgraduate students are from
NUS Insurance scheme while staff would claim from
Workmen’s Compensation Insurance.

When and how does a PI budget for the OH expenses?
|
|
Ans:
|
PIs must budget for the OH expenses in their new
research grant application with effect from 1 Sept
2017. PIs must budget for both variable and fixed
components in the OH budget. (1) The variable
component is dependent on the types of OH services
required based on the research activities that the
staff/students will be conducting. PIs should
refer to the list of
clinical fees
chargeable by the OHC to budget for the variable
component. Standard packages for certain
individual health risk assessments such as for
BSL3/ABSL3 work, BSL2 work, research animal work,
scientific diving, etc. are also available. (2)
The fixed component is a fixed buffer for ad-hoc
or additional medical evaluations arising from
changes in personal health factors (pregnancy,
etc.), accidents/incidents, changes in
regulations, availability of new vaccines, etc. As
a guide, the fixed amount to be budgeted is $150
per researcher (inclusive of one specialist
consultation - initial plus one specialist
consultation - follow up). Examples are available

Why are there OHC Clinical Fees and OHC Clinical
Fees (inclusive of UHC Admin Fee) in the list of
clinical fees chargeable by OHC?
|
|
Ans:
|
The OHC Clinical Fees refer to fees chargeable by
NUS OHC only, whereas the OHC Clinical Fees
(inclusive of UHC Admin Fee) refers to OHC
Clinical Fees plus 10% administration fee
chargeable by UHC. As informed in the circular on
Revised billing process for services at
Occupational Health (OH) Clinic (OSHE/2016/002)
released on 11 April 2016, a 10% administration
fee is added to OHC fees by UHC to (i) facilitate
the management of the cashless system (ii)
integrate patient care management with UHC
systems. When PIs budget for their OH costs, PIs
should refer to the costs under OHC Clinical Fees
(inclusive of UHC Admin Fee).

I am a PI and I have not budgeted for OH expenses
in my current research grants. What should I do?
|
|
Ans:
|
Faculties/Schools/Research Institutes/Research
Centre (FSR) may continue to pay for the OH
expenses for ongoing research grants where OH
costs have not been budgeted for. If FSR continues
to pay for the OH expenses, no further action is
required. If FSR re-charges back to PI's research
grant but PI is unable to bear the costs, the PI
should approach his/her respective FSR for the OH
costs to be borne by the FSR's Indirect Research
Cost (IRC). It is the PI's ethical responsibility
not to deprive the staff/students from receiving
OH services in compliance with statutory and NUS
requirements.

What do I fill in for “WBS Number of research
grant (provide Faculty/School/Research Institute
of Centre for rebilling of applicable)” in the
Authorisation Form?

Ans:
|
Please approach your PI and fill in the WBS number
of your PI's research grant where OH expenses are
billed to. This is to facilitate the cost recovery
from PI's research grants by FSR. If PIs are
unable the bear the costs, they should approach
their respective FSR for the OH costs be borne by
the FSR's Indirect Research Cost (IRC).

If PIs have insufficient funds in their research
grants for OH expenses, what can PIs do?
|
|
Ans:
|
PIs should approach their respective FSR or
Department for the OH costs to be borne by the
FSR's Indirect Research Cost (IRC) or Department's
IRC, as per agreement between FSR and their
Departments.
