NUS Temporary Change of Use Permit Application (TPA)

Anyone who intends to temporarily change the use of an area within / around a building or an outdoor area for the purpose of holding an event or activities where temporary / makeshift structures are erected and /or where the event or activities has an effect on fires safety is required to apply and obtain an approval from Office of Safety, Health & Environment (OSHE).

The purpose of this permit approval is to ensure that all fire safety as well as event safety and workplace safety aspects are taken into consideration by event organizers. Infrastructure, public safety is paramount thus this application process is to facilitate event organizers to present their plans for approval by OSHE.

Some examples of events & activities that need TPA:

  • Promotional activities, stage shows, trade fairs / bazaars, Carnivals
  • Open house / Day, Matriculation / Career Fairs etc.

Some examples of temporary structures:

  • Tents, stages, exhibition booths, stalls/kiosks/display panels
  • Additional electrical related works, fireworks etc.

NUS TPA Application Process Flow

NUS TPA application can be made online at least 14 days before the event. The process involves applicant completing the online application form, online submission to his / her supervisor for in-principle approval, upon supervisor approval it is routed for OSHE approval.

Indoor / Outdoor / Overseas Activities / Field Trips Requiring Safety Approval

All events & activities which presents some form of high risk requires the organizer to prepare Safety & Crisis management plans for approval of their supervisors and safety consultation with OSHE who provide guidance / advisory and endorse the safety for the event & activity. The Safety & Crisis management plans should reach OSHE at least 14 days before the event.

Examples of high risk events & activities

  • Night cycling / canoeing / kayaking
  • Road relay / Running events / Biathlon / Ultra marathon
  • Orientation camps / Rag N Flag / Amazing race island wide

Events & Activities Not Requiring Safety Approval

Activities held in facilities that is purpose-built for such activities and when the events & activities presents relatively low risk does not require Safety Approval from OSHE. In some cases where risk level is low the supervisor may decide an internal supervisors’ approval and there is no requirement for submission to OSHE.

Examples of low risk events & activities

  • Seminar / Conferences held in seminar rooms and auditorium
  • Classroom / Lecture Theatre / Computer lab activities
  • Communal dinner, gathering, reception

However, some of these activities indoor may fall under the category for TPA approval.
