Annual Safety & Health Performance Award 2014/2015


The NUS Annual Safety & Health Performance Award (ASHPA) is a scheme to give recognition to NUS Departments, Research Centres/Research Institutes, Admin offices and Halls of Residences (henceforth known as department) which have implemented an effective safety and health management system (SHMS) that would reduce accidents and incidents.
It encourages and rewards departments which implemented or maintained sound SHMS to self-regulate safety.

The department SHMS standard (henceforth known as Standard) specifies the SHMS elements that departments are to implement, the performance expectations of each element and how they should be holistically managed to drive continual safety improvement. The Standard also specifies roles and responsibilities of the Head of Department & Director, Departmental Safety & Health Committee and Safety & Health Coordinators to champion & lead safety in the department. All departments participating in ASHPA 2014/2015 will be evaluated using this Standard.

OSHE appointed assessors will evaluate the degree to which each SHMS element is effectively implemented in the department. Departments may use the Standard to help them to identify how to improve and enhance their SHMS.

Based on the degree of implementation of the Standard and its safety performance in terms of reportable accidents, the department would be recognized accordingly with different tiers of safety awards.

Senior management will present the ASHPA awards to Heads of Departments & Directors at symbolic University event(s) in 2015.

We would like to encourage departments to refer to the Standard to strengthen and "value add" their departmental SHMS.

The key revisions to the ASHPA 2014/2015 include:

  1 Introduction of the Department SHMS Standard which will be used to evaluate the SHMS of the participating department.

The Department SHMS standard provides clarity and guidance on developing SHMS in departments, This Standard provides:

   
list Detailed roles of Head of Department, Safety Chairperson and Safety Coordinator
list Minimum requirements for each element; and
list Expansion of previous ASHPA checklist.
     
  3 The Standard will harmonize the SHMS standards across the campus. It is applicable to all departments regardless of their activities and is aligned to the PI/Laboratory SMS Standard.
     
  4 As with ASHPA 2013, the Standard encourages holistic management of risk for shared, core facilities, collaborators and contractors working in the department.
     
  5 Assessment of SHMS elements will be assigned qualitative indicators. This will drive performance based SHMS instead of prescriptive based SHMS.
     
  6. Award categories will reflect the maturity of the SHMS. The names are Recognition Award, Commendation Award and Excellence Award. Recognition will be given to Departments who share their best practices.

Timeline for Application Submission and ASHPA Judging


NUS departments that manage (1) Laboratories and/or Workshops, (2) Facilities Management & Services, (3) Halls of Residences,
(4) Residential Colleges, and (5) Administrative Offices are invited to apply. Please see below for the list of eligible non-laboratory based / office-based departments.

Departments will be assessed based on their safety and health management systems and their safety and health performance over the reviewing period of 2 Jan 2014 to 31 Dec 2014 receive the award.
